A complaint of fraud and conspiracy to defraud by Mrs Caroline Nokes MP, Councillor Roy Perry and others in submitting documentation concerning the conversion of a dilapidated garage block into a self-contained residence or separate residential accommodation in the garden of Moorland, Canada Road West Wellow, Hampshire the home of Caroline Nokes MP
As you will of course be aware I was a candidate in the last election for the Hampshire PCC, as I was in 2012. I was also a candidate in the parliamentary election in the Romsey and Southampton North constituency on 8 June 2017.
I now enclose a witness statement dated 9 September 2017 which sets out the evidence so far available for my allegations that Cllr Perry and his daughter Caroline Nokes MP committed fraud and conspiracy to defraud in submitting documentation to the New Forest National Park Authority and Test Valley District Council concerning the conversion of a dilapidated garage block into separate residential accommodation for the use of Cllr and Mrs Perry. I am also complaining that Cllr and Mrs Perry have deliberately avoided paying the correct rate of Council Tax at the property.
I have not been in a position to explain the position properly until recent disclosures in August made following requests by others under the Freedom of Information Act. There are still some matters which have not been disclosed.
It is also very disturbing that when I was first informed about this matter at the beginning of this year I was told that a number of witnesses to what had occurred had been threatened with legal action by Cllr Perry if the matter was made public. On 20 April 2017 I was provided with a transcript of a recorded conversation with Cllr Perry in which threats were made. That prompted me to make a complaint of fraud by Cllr Perry and Mrs Nokes by dialing 101 on 21 April 2017. I was given the reference number 44170148149 for my complaint against Roy James Perry and Caroline Nokes. I then received an email dated 24 April 2017 from A/CI 1644 Dave Humphries saying this was not a police matter. That was followed by an email dated 10 May 2017 from Natasha 16182 of Contact Management at Southampton Central Police Station saying that the matter would be filed. At no time was I given any opportunity to provide the evidence then in my possession to any police officer.
Due to my concern about the possible intimidation of witnesses I agreed to stand in the County Council Election against Cllr Perry and in the General Election against Mrs Nokes so that the facts of what had occurred could be made known to the public. I enclose a copy of one of my General Election leaflets for your information.
On 21 August 2017 I was telephoned by DC Tim Blanche who invited me to an interview under caution following a complaint that I had made false statements in my election material in contravention of the Representation of the People Act 1983. I attended that interview on 11 September 2017 when I was informed that the complainant was Mrs Nokes and that she had submitted a witness statement on 31 July 2017. I co-operated fully with DC Blanche and his colleague explaining that I wanted the truth of what had occurred to be made public.
I consider that the complaint made by Mrs Nokes itself to be an offence in that it was a deliberate attempt to threaten and intimidate me and my family to prevent us from expressing the truth about Cllr Perry and Mrs Nokes in the public interest. It caused great distress to my wife as was clearly intended. I should mention that I have no complaint whatsoever about DC Blanche and his colleague who carried out the interview in a professional and sympathetic manner.
I would now like my complaint about Cllr Perry, Mrs Nokes and others properly investigated. I am sure you will understand that I do not believe this can happen anywhere within the remit of CPS Wessex. Cllr Perry is the Leader of Hampshire County Council and Mrs Nokes is a junior minister and MP in Hampshire. It is not possible for an independent investigation to be carried out in Hampshire.
I shall be copying this letter to Michael Lane, the Police and Crime Commissioner.
